國際管理會計師(CMA)介紹
國際管理會計師(Certified Management Accountant, CMA)資格認證是由成立於1919年的美國管理會計學會(Institute of Management Accountants, IMA)所建立的專業證照制度，也是目前全球針對管理會計及財務管理領域唯一的證照。IMA一直秉持著以追求成為管理會計、財務及資訊管理相關領域的領導者為發展目標的專業組織。目前IMA全球計有70,000名會員，包括265個美國及全球分會。1972年12月IMA在全美22個城市首次為410位考生舉辦了第一次的CMA考試，30年來全球有超過26,000位會計及財務管理專業人員取得CMA資格，其中包括11,000名國際會員來自119個國家。
CMA考試的範圍偏重實務，且涵蓋的範圍不侷限於管理會計的範疇，更包含很多策略管理決策判斷、經營環境認知、人際溝通技巧及財經投資範疇，而道德自律規範更是近來強調的重點之一，而這也顯示這個證照是跟著時代的管理觀念隨時更新的。CMA在美國是非常受業界重視的一張證照，很多知名的大企業如嬌生(Johnson & Johnson)、惠普(Hewlett Packard)、克來斯勒(Daimler Chrysler)、IBM和昇陽(Sun Microsystems)等，甚至會請IMA到公司內部為會計人員開授相關管理課程，其受重視程度與其專業性可見一般。而業界會認可這些證照的原因不外乎其專業性，其實更是肯定這張證照所帶來的實務性。因而在美國很多CPA或業界中高階會計專業人士在轉職或晉身管理職位時，紛紛以選擇取得CMA證照作為能力證明的一種認可。
CMA考試內容幾乎涵蓋所有MBA課程，準備考試被比喻為讀了個迷你企管碩士(Mini-MBA Program)。因此，取得CMA資格不僅代表其具備完整會計及財務相關領域知識，也代表其具備著高度專業標準與能力來分析企業內部財務報表，協助管理當局掌握狀況，參與財務管理與擬定未來策略及執行。根據美國管理會計學會的調查，在美國取得CMA證照者的年薪平均為US$101,805，持有CMA證照約可提升年薪US$8500美元。
近年來IMA積極推廣並企圖將其學會及證照發展國際化，目前全球已有超過5,000名國際會員，亞洲包括日本、韓國、香港、中國等國家參與IMA的會員人數都以倍數成長。而台灣分會(No. 902)在理事長唐樹萬先生和學會多位理監事的發起與籌設下，於2002年底正式以中華策略管理會計學會成立。目前該學會主要以推廣CMA證照、安排辦理考試、提供成績單認證服務，未來將逐步取得IMA台灣活動代理權，並規劃相關進修課程。中華策略管理會計學會的成立無疑對有意願取得CMA證照的考生帶來很大的便利，同時對CMA證照在台灣地區知名度的推廣也有著正面的幫助。
要取得CMA資格必須通過四科考試。 考試採階段式考試，考生需通過第一階段： Part 1 、 2 and 3 三科考試後才能報考 Part 4 考試。 Part 4 商業應用為 Capstone 考試，其考試內容將包括 Part1, 2 and 3 的內容。
註：如果應考人已取得會計師、國際內部稽核師 (CIA) 、特許財務分析師 (CFA) 等證照，可免考Part 1考試。
Part 4 的題型為問答題 (essays/problems)，考生在電腦上閱題及作答。 應考人回答問答題時，應將答案打在指定框格中。問答題若需計算或製表部份，會提供電腦試算表及空白框格給應考人作答。另外， Part 4 將不在電腦線上閱卷，因此考生無法立即獲得成績。 Part 4 考試每年僅提供 4 個考試期間 (exam windows) ： 2/1~2/28 、 5/1~5/31 、 8/1~8/31 、 11/1~11/30 。
其Part 1、2和3選擇題部份之成績由常態化計分法係應用統計方法，訂考生之答題及格率為 70% ，並將及格分數訂為 500 分，但由於考題以自電腦題庫自動選取所構成，因此每位考生所考的考題都不相同，因此假設當甲、乙兩人同時參加考試，若甲的考題難度高於乙時，甲達到及格分數 500 分所需要答對的題目會少於乙。
Part 4問答題之成績將由該科目專責人員負責閱卷。給分非關寫作技巧 (writing skills) ，但答題必需能讓閱卷人了解；若回答之文意無法被了解、或答題前後文意自相矛盾，則該題不會被給分。另外，計分方式將為「部分給分」 (partial credit) 。例如問答題若應有 3 個答案，只回答了 2 個正確的答案，則該題會給予 2/3 分數；計算題若算式正確、但計算錯誤，則正確的算式仍會給分。
考試方式是以英文於電腦上線進行， Part 1 、 2 and 3 三科考試 完成後，考生可在電腦螢幕上立即看到是否通過本次考試。正式的成績報告再由美國管理會計學會寄發予應試者。由於 Part 4 考試 是問答題，考試結果將於每次考試期間結束後 30 天寄予應試者。
若考生有任何一科目未通過時，可以再向美國管理會計學會申請重考（無須時間間隔），但一年內不得重考同一科目超過三次。 從通過其中一科考試開始，考生有四年的時間來通過其餘各科考試以取得資格。
各科考試提供日程如下 (自2009年1月1日生效)：
1月及2月：Part1, 2 and 3
3月：無提供考試
4月：Part4
5月及6月：Part1, 2 and 3
7月：無提供考試
8月：Part4
9月及10月：Part1, 2 and 3
11月：無提供考試
12月：Part4
欲參加CMA考試的考生要先加入管理會計學會成為會員，並支付會費(International Membership) US$195及入會費(Registration Fee)US$15。參加CMA考試費用包括報名考試費用US$200(certification entrance fee)，及單科US$195之考試費。

在通過考試後，CMA及CFM資格候選人應符合下列條件：
1. 成為美國管理會計師協會(Institute of Management Accountants, IMA)會員
2. 符合工作經驗要求 (見下表)
3. 遵循道德規範準則(Standards of Ethical Conduct)
4. 另外，必須符合下列其中一項學歷或教育認證：
• 大學學歷 (非美國或加拿大學位須取得IMA認可的獨立認證機構認證成績單)
• 通過台灣會計師、美國會計師考試(U.S. CPA Exam)，美國特許財務分析師考試(CFA Exam)，國際內部稽核師考試(CIA Exam)或取得其他IMA認可之專業認證資格
• 參加 GMAT 或 GRE 考試成績超過50%段值(50th percentile)
考生在通過全科考試後，IMA會寄一份工作經驗證明表格給考生填寫。IMA在審核通過考生的工作經驗後才會寄發資格證書。

ICMA to Offer Chinese-Language Version of Certified Management Accountant (CMA) Exam

The Institute of Certified Management Accountants (ICMA®), the certification division of IMA®, will offer the CMA® exam in Simplified Chinese beginning July 2. The translation marks the first time that the CMA test has been available in a language other than English. The decision to translate the exam reflects IMA’s mission of advancing the management accounting profession globally.
“The Chinese economy is expanding exponentially, and in order for companies and professionals to compete successfully, they need solid expertise in decision support, planning and control,” said Dennis Whitney, CMA, CFM, vice president, ICMA. “The CMA certification is a globally recognized credential for management accountants across all industries. We’re pleased to offer the CMA exam in Simplified Chinese to help build the capabilities of professionals in that country.”
ICMA saw the need to offer the CMA exam in Chinese due in part to the shifting structure of the Chinese economy and workforce and the growing need for properly trained management accountants. Whereas multinationals once dominated the Chinese market landscape, China-based enterprises are now gradually gaining market share. Although the English CMA exam has been available in the People’s Republic of China for many years, many management accountants working at smaller, or even state-owned organizations, may not be fluent enough in English to successfully take the exam.
Explains Jim Gurowka, IMA international development leader, “Except for individuals working at multinationals, the ability to express themselves in English has limited many finance professionals from obtaining their CMA certification, even though they may be well seasoned in their profession. We believe that language shouldn’t be a barrier to becoming certified, and we are supporting these professionals by offering the CMA exam in their native language.”
Meticulous care was taken to ensure the quality of the translation, which took about one year to complete. A team of ICMA staff and professional translators worked on the subject-matter translation, which was reviewed by a native-born Chinese CMA. After the entire exam was translated into Chinese, it was then back-translated into English for accuracy.
As a result, the Chinese version of the exam is virtually identical to the English version. The same passing score applies for the Chinese exam, and candidates must comply with the same experience, education, and ethical requirements as those who take the English version. The benefit of this similarity, according to Mr. Whitney, is that “as an employer, you can be confident that whether someone has passed the CMA exam in English or in Chinese, they have mastered the same body of knowledge.”
To assist candidates who have registered or are considering taking the exam, IMA is also translating relevant study and support materials into Chinese, including the CMA Resource Guide, the CMA Learning System and portions of the IMA website.
ICMA will begin registration for those interested in taking the Chinese-language version of the CMA exam in mid-June. Registration details for the Chinese exam will be forthcoming at http://www.imanet.org/certification.
說真的，準備CMA期間感覺到此考試內容其實是眾多證照裡面廣度、實用度最高的（實用不是只台灣企業真的鳥這一套）。不管是連結成本跟績效衡量、行銷策略跟預算、財務會計還有內部控制都是相當優異。
跟CPA或是CFA等相當側重特殊主題的考試比起來，準備的時候真的有溫故知新的感覺。即使NPC或是WACC在台灣企業不會有人用。蒙地卡羅等simulation更是沒有公司會鳥，但是我相信所謂competitive advantage就是在這種地方顯現出來。
一願意學習新的東西人、以及願意雇用員工不是只看工作幾年而是願意培養人才公司，這才是台灣小島（鳥？）國的未來吧。
